he Maryland Insurance Alliance is a trade association representing property and casualty insurers before the Maryland Insurance Administration and the Maryland General Assembly. The Alliance provides both monitoring and advocacy services on behalf of its members to assist them in remaining completely current with the constantly-changing legislative and regulatory landscape in Maryland.
During the 90-day legislative session of the Maryland Legislature, the Alliance will:
- Review newly introduced legislation, identifying those bills of interest to members
- Summarize those bills in a weekly written report emailed to members
- Hold weekly conference calls to discuss newly introduced legislation and any amendments to that legislation, and to decide on positions to be advanced on the legislation
- Offer both oral and written testimony at legislative committee hearings on bills
- Lobby individual members of the General Assembly on legislation of significant interest
- Provide a final report at the end of the legislative session regarding enacted legislation to assist members with the compliance tasks of implementing new requirements
The Alliance also provides monitoring and advocacy services throughout the year before the Maryland Insurance Administration. In this regard, the Alliance will:
- Monitor the Maryland Insurance Administration for any important decisions, bulletins, or actions and provide notification to members
- Review the biweekly publication of the Maryland Register for proposed regulations of interest to members
- Offer advocacy services to members before the Maryland Insurance Administration on issues of mutual concern
The Alliance is staffed by Ren Tundermann, head of the Insurance Regulation and Government Relations practice groups at Funk & Bolton; and Fred Santiago, who has held a variety of positions at the Maryland Insurance Administration dealing with property and casualty issues, including as Supervisor of Rates & Forms.
In light of the complexity of the issues facing the property and casualty industry in Maryland, and the attendant consumer complaint and market conduct risks of failing to comply with legislative and regulatory requirements, a trade association is a cost-effective way to ensure that companies receive real-time information on new requirements as well as a voice in the establishment of those requirements. Ren, and Fred have the resources of the firm to draw upon in ensuring that members of the Alliance are well-positioned to navigate the legislative and regulatory challenges in Maryland.
