Mr. Popham rejoined Funk & Bolton on January 1, 2019 as Of Counsel after 12 years in solo practice. Mr. Popham’s government relations practice is among the most prominent practices in Annapolis, representing a variety of business interests, including the renewable energy industry, commercial building owners, a publicly held mutual fund company, contractors performing services under state procurement laws, as well as a variety of businesses associated with the insurance industry.
After graduating from Western Maryland College in 1973, Mr. Popham joined the Travelers Insurance Companies as a management trainee in Alexandria, Virginia. Three years later, he moved to the distribution side of the insurance business by joining and subsequently purchasing the independent insurance agency PCL Risk Management in Kensington, Maryland. PCL Risk Management specialized in commercial insurance and bonding in the Washington metropolitan area.
During that period, Mr. Popham attended the University of Baltimore, School of Law, obtaining his law degree and becoming licensed as a Maryland lawyer in 1982. Mr. Popham began a lobbying practice before the Maryland General Assembly in 1983, representing a trade association of independent insurance agencies in Maryland. Mr. Popham has represented that client continuously since 1983. Mr. Popham has been a director of Agency Insurance Company since its founding in 1989. He also was a director for Legal Mutual in the 1990s.
Recognizing that complex legislative issues often bring together different interest groups with similar concerns, Mr. Popham founded Maryland Public Affairs, LLC to create coalitions that can deliver a common message to public officials from a unified entity. MPA coalitions have been instrumental in the passage of significant legislation in the Maryland General Assembly on such disparate subjects as Maryland corporate income taxation, self-funded health plans for Maryland employers, and the creation of a state entity to offer retirement savings plans to employees of private employers.
Over the years, Mr. Popham’s government relations practice has grown to include a wide variety of businesses and industries. He joined Funk & Bolton in 1998 and headed the Firm’s Government Relations practice from 1998 to 2006. After 12 years at Bryson F. Popham, P.A., Mr. Popham was delighted to return to Funk & Bolton.
Mr. Popham’s offices are located in downtown Annapolis, Maryland, close to the Maryland State House and legislative offices.
